Just Cause 4 Complete Edition bundles Avalanche Studios’ 2018 sandbox with all three story expansions and the full run of vehicle and weapon packs, which is the only sensible way to buy it. The headline additions over its predecessor are extreme weather — tornadoes, sandstorms, blizzards — and a grappling hook you can reprogram with air-lifters, boosters and retractors. It runs on the newer Apex Engine, sprawls to 64 GB with everything installed, and sits at the heavy end of what is realistic to attempt on Android through Winlator.
Solís and the Black Hand
Rico Rodriguez travels to Solís, a South American nation the size of a small country, chasing information about his father’s work. What he finds is the Black Hand, the private military outfit he has been fighting across the whole series, now led by Gabriela Morales and operating Project Illapa — a weather control programme capable of steering tornadoes into cities.
The plot is the weakest part of the package and it is not close. Rico’s personal stake in his father’s legacy is set up early and then largely abandoned, Gabriela never becomes a threat worth caring about, and the Army of Chaos allies are indistinguishable from one another. The Complete Edition’s expansions fare a bit better by narrowing their focus: Los Demonios adds a supernatural invasion with a distinct enemy type, Dare Devils of Destruction is a full vehicle-combat mode with its own progression, and Danger Rising closes out the father storyline with more conviction than the base campaign manages. None of it is why you play, but Dare Devils in particular is a genuinely good addition.
Weather, Tethers and Frontlines
The grappling hook is now modular, and this is the real change. You configure loadouts that combine air-lifter balloons, rocket boosters and retractors, then trigger them independently. Strap balloons to a tank and it drifts into the sky. Add boosters facing sideways and it spins apart. Tether a fuel tanker to a booster aimed at a compound and you have built a guided missile. There is a genuine creative sandbox in here, and players who engage with the loadout editor get far more out of the game than those who stick with the default.
The other headline is weather. Tornadoes tear across the plains picking up cars, cattle and soldiers; sandstorms cut visibility to a few metres; lightning storms in the mountains kill anything exposed. They look spectacular. They are also almost entirely scripted to specific regions and specific missions, which blunts them considerably once you notice. Territory control replaces the base-liberation loop of Just Cause 3 with a frontline system: you complete objectives to earn squads, then push a moving border across the map. It is a reasonable idea that mostly amounts to the same chaos with a different progress bar attached.
What It Feels Like to Play
Solís is varied in a way Medici was not — rainforest, desert, alpine and grassland biomes with genuinely different weather and lighting in each. The wingsuit and parachute rhythm remains excellent, and the new grapple mods produce moments the series had not managed before. But the game is noticeably rougher than Just Cause 3 in presentation: the character models and cutscene direction took a visible step down, some textures load in late, and the physics occasionally launches things into geometry. It is at its best when you stop following the campaign entirely and spend an hour building absurd contraptions out of tethers, which is a strange thing to have to recommend, but it is true.

The Apex Engine scales better than Just Cause 3’s did, which is the one clear technical win. A GTX 1070 class card holds 60 FPS at 1080p on high, and mid-range cards do fine at medium. Under Winlator with DXVK and Turnip, flagship Snapdragon devices land around 30 to 40 FPS on low during ordinary play, but tornado sequences are brutal — expect the low 20s whenever one is on screen, because the particle and debris simulation is the single most expensive thing in the game. Reduce “Simulated Particles” and “Debris Density” first; they cost more than resolution scale does. The 64 GB install also means you need genuinely free storage before you start.

Is It Worth Playing?
Just Cause 4 has the best toolkit in the series and the weakest everything else. The customisable grappling hook is a real step forward, Solís is a varied and attractive map, and the Complete Edition’s Dare Devils of Destruction expansion is better than most of the base campaign. Set against that: a forgettable story, a territory system that adds little, weather that promises more than it delivers, and a visual downgrade from the previous game. If you enjoyed Just Cause 3 and want more tools to break things with, it delivers. On Android through Winlator, treat it as a stretch goal for flagship devices rather than a reliable pick.
